Regulation FCAS Contribution Factors Procedure v6.0 (applicable from 2 December 2018) - explains and derives the cost recovery mechanism for regulation FCAS. This includes the derivation of frequency indicator, enablement and non-enablement performance factors and aggregate 28-day portfolio contribution factors.
Variable descriptions for 4 second causer pays data - an AEMO webpage which defines (albeit briefly) the variables in the 4 second causer pays files.
Performance Monitoring
There is no performance metrics used to assess the efficacy nor by way of payment, regulation FCAS. However the PJM uses performance based payments and regulation FCAS has also been assessed for short and long response plant, where short is primarily designed for energy storage systems.
