Optimal Bids are routinely always being reformulated, irrespective of the Submit Mode, and bid submission occurs at a point within the formulation reformulation cycle. When this point is reached the autobidder checks the current submit mode and the new optimal bid is either submitted or not submitted.

Therefore switching the submit mode does not trigger any (or stop) a submit bid activity, it effectively opens or closes a gate and when a new bid arrives at the gate it either passes through the an open gate and is submitted or it finds the gate closed and it is not submitted.
